Eastern San Joaquin Groundwater Authority Executive Director 

JOB SUMMARY
The Executive Director serves as the chief executive officer of the Eastern San Joaquin Groundwater Authority (ESJGWA), a joint powers authority comprised of 16 groundwater sustainability agencies (GSA) within the Eastern San Joaquin Subbasin. The Executive Director directs the administrative and technical functions of the ESJGWA ensuring the completion of management actions assigned to the ESJGWA and listed in the Eastern San Joaquin Groundwater Sustainability Plan (GSP). The Executive Director will have direct oversight of day-to-day activities including the annual budget, finance, staff and consultant management, communication to and engagement with stakeholders, and coordination among adjacent subbasins.


ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
The Executive Director receives direction and authority from the ESJGWA Board of Directors to perform the following functions:


Leadership and Vision:
• To provide leadership to the ESJGWA promoting a culture of accountability, consensus cooperation, and community.
• To work with the Board of Directors on the development and implementation of the ESJGWA Strategic Plan.


Administrative Management:
• To promote accountability and transparency within the ESJGWA for the benefit of GSA Members, stakeholders, and the public.
• To ensure ESJGWA meetings of its legislative body, standing committees, and/or ad hoc committees are compliant with the ESJGWA’s By-laws, Fair Political Practices Act, the Brown Act and other state and federal laws.
• To procure consultants and actively manage the delivery of consultant and staff services.
• To develop appropriate internal policies to comply with existing laws and regulations using industry standards and best management practices.
• To develop and implement internal workflows and processes for day-to-day ESJGWA activities including the project and task schedules, the annual budget, grants administration, financial transactions, job cost accounting, financial reports, etc.
• To ensure that data collected by the ESJGWA is appropriately archived and readily accessible.

Program Development and Oversight:
• To work with the ESJGWA Board of Directors and other Committees to develop and refine management actions and initiatives necessary for GSP implementation.
• To develop and implement the ESJGWA’s Annual Work Plan and Budget.
• To monitor Department of Water Resources publications and messaging regarding new standards, requirements, and/or guidance affecting the compliance with SGMA.


Stakeholder Engagement:
• To implement the ESJGWA Stakeholder Communications and Engagement Plan.
• To build and maintain strong relationships with stakeholders from local governments, water agencies, farmers, businesses, and community organizations.
• To represent the ESJGWA in public forums, community meetings, and with State agencies.
• To identify and pursue grant funding opportunities and partnerships, and to support GSA Members’ advocacy for project funding.


DESIRED ABILITIES

• Work Cooperatively with member agency staff and consultants.

DESIRED QUALIFICATIONS
• Bachelor’s Degree or higher with emphasis in business administration, geology, engineering, planning, water management, groundwater, and/or regulatory compliance is preferred; professional registration/certification in a related field is also desired.
• Minimum ten years of experience with increasing responsibilities in a municipal or special district organization, or as a technical consultant of which 5-years served in a supervisorial or project management capacity.

Associate Engineer I 

Stockton East Water District is seeking applicants for an Associate Engineer I. Monthly salary range is $8,890 - $10,805, and includes an excellent benefit package. Under general direction of the District Engineer; the exempt Associate Engineer classification performs professional field and office engineering work related for the planning, design, modification, construction, and maintenance of the District’s facilities; researches and analyzes water resources data and activities; guides technical engineering staff; provides engineering supervision on construction projects; and performs related work as required.

Engineering Duties:

  •   Assists the District Engineer with the collection, analysis and refinement of field data.
  •   Provides support to the District Engineer in making presentations regarding engineering issues to the Board of Directors.
  •   Develops designs, drawings, and specifications for the construction and modification of District structures and facilities.
  •  Prepares environmental assessment reviews in compliance with California Environmental Quality Act (CEQA) and/or other regulatory permits and compliance documentation as required by state and federal regulatory agencies.
  •   Researches grant opportunities, prepares grant proposals, administers, tracks, monitors, and reports on grants awarded to the District.
  •   Reviews, interprets, and reports on local, State, and Federal laws, regulations, policies, and procedures.
  • Monitors ongoing planning efforts by other agencies and changes in the law as they affect the District.
  •   Direct, review and report on work performed by District consultants.
  • Develop, modify, and as-built drawings

Ability to:

  •  Plan, carry out, and coordinate District engineering projects, particularly as they affect irrigation, water supply development, water conservation, and water treatment.
  • Lead field engineering tasks (staking and other surveyor functions) with and without licensed surveyor.
  • Coordinate assigned engineering projects with District activities and services.
  •   Assist with development long-range capital improvement plans.
  •  Prepare and monitor project budgets.
  •  Prepare and develop plans, specifications, and District engineering standards.
  •  Insure proper completion and inspection of major construction projects.
  •   Prepare and review a variety of engineering studies and reports.
  •   Use computer systems and software packages related to engineering analysis and functions, including Microsoft Office and AutoCAD.
  •  Work in a standard office environment with frequent exposure to the outdoors, and in areas of unstable footing.
  •   Travel to different construction/job sites and locations.
  •   Effectively represent the District’s engineering functions with the public, other government agencies, contractors, developers, and professional engineering consultants.
  •   Establish and maintain cooperative working relationships.

Assaociate Engineer I must have completed Bachelor's of Science in Civil or Environmental Engineering or closely related field, two year professional engineering experience at Level I preffered  and possession of a current California Engneer-In-Training Certification

The required licensure for Associate Engineer I includes possession · Possession of a valid California Driver’s License and possession and proof of a driving record free of multiple or serious traffic violations or accidents for two (2) consecutive years.

Accounts Clerk I 

Under supervision of the Finance Director and according to established Policies and Procedures of the District, performs accounting and fiscal clerical work of moderate complexity and responsibility involving preparation and maintenance of financial and general records, and performs related work as assigned.

Accounting Duties – Performed at a basic to intermediate level:
➢ Creates, formats, evaluates, adjusts, and reconciles accounting worksheets.
➢ Sets up and maintains new customers, vendors and other records in the financial system as necessary.
➢ Prepares and balances cash disbursement journals.
➢ Compiles and produces financial reports related to accounts payable and/or accounts receivable.
➢ May perform payroll activities such as maintaining records of time worked, overtime, leaves and absences.
➢ Researches bill and payment history for completeness and accuracy.
➢ Maintains ledgers, files and records related to accounts payable/accounts receivable.
➢ Assists with transactions such as customers paying water bills, customer/vendor inquiries, and collection on accounts including collection calls and vendor coordination and payment.
➢ Verifies proper application of accounts receivable payments.
➢ Verifies coding of cash receipts, invoices, purchase orders and/or other documents.
➢ Controls the Petty Cash Fund for the Administration Division.
➢ Provides support to the Accountant in the financial record keeping and reporting needs of the District.
➢ Performs other tasks and functions as assigned.

Ability to:
➢ Communicate effectively with supervisors, co-workers and customers
➢ Perform a variety of financial and statistical recordkeeping support assignments with minimal direction and supervision.
➢ Make arithmetical calculations quickly and accurately.
➢ Assist with the preparation of financial reports.
➢ Follow oral and written directions.
➢ Operate a computer and use financial and management information system software.
➢ Gather, prepare and organize a variety of information.
➢ Establish and maintain good relations with the public, District staff and outside agencies.


DESIRABLE QUALIFICATIONS
➢ Demonstrable skills in English, Math, basic Accounting and bookkeeping, word processing and computer operation.


➢ Ability to perform fiscal clerical work with accuracy and speed; maintain accurate financial records; perform computerized word processing and accounts payable functions; learn policies and procedures pertaining to the District; express self clearly and concisely; deal tactfully and effectively with staff and public.


➢ Education and Experience: Equivalent to an AA Degree in business or related field and/or three (3) years of work experience in related field.


License/Certificate/Registration Requirement:
➢ Driver’s License: Possession of a valid California (Class “C”) Driver’s License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
