Meet - William Fishburn

A person in a blue uniform stands in a parking lot with trees and buildings in the background, holding a phone.
William Fishburn, Electrical Technician I

William has been with Stockton East since June 2023 and is an Electrical Technician I. In addition to his primary role, William is an active member of the District’s Dive Team and leads the Maintenance Department’s efforts in GIS integration, playing a key role in bridging technical systems with field operations. His approachable and easygoing nature has made him a well-respected and appreciated team member.

William’s favorite part about working at Stockton East is the people; he genuinely enjoys the camaraderie and collaborative spirit throughout the District. While studying Business Management, a poster caught his eye and steered him toward his current profession.

What William finds most rewarding about his position is the freedom to solve complex problems, make mistakes, and learn—an environment that encourages innovation and growth. Outside of work, you can often find him on the golf course. One thing most people don’t know about William is that he once went to nationals for wakeboarding.

"William is a dependable and skilled member of the Stockton East team. His technical knowledge, initiative, and leadership make a meaningful impact and reflect the District’s core values every day.”
David Higares, Maintenance Manager

Meet - Noah Patterson

Noah Patterson, Operator in Training

Noah has been with Stockton East since August 2024 and is currently the Operator in Training. He supports our constituents with a can-do attitude and is actively developing his expertise by working alongside various Shift Operators, gaining hands-on experience with day-to-day operational decision-making. Noah’s calm and composed nature has made him an integral part of the District.

Noah's favorite aspect of working at Stockton East is the opportunity to represent the organization in its mission to provide high-quality drinking water to the community. Noah chose his current profession due to his strong interest in the chemistry involved in operating a surface water treatment plant.

Outside of work, Noah enjoys watching football and maintaining an active lifestyle through regular workouts at the gym. Few people know that Noah was once a custodian for the Livermore School District . Noah is a highly valued member of Stockton East, consistently contributing to our success and while exemplifying the District’s core values.

" Noah has quickly proven to be an invaluable member of the Operations Team. He is currently undergoing an intensive training in Treatment Plant operations and is on track for promotion to Shift Operator in the near future.”
Jim Wunderlich, Water Operations Manager
