President McGurk called the regular meeting to order at 12:30 p.m., Director Panizza led the Pledge of Allegiance.

 

Present at roll call at the District were Directors Atkins, Hansen, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Director of Finance & Administration Ram, District Engineer Evensen, Maintenance Manager Higares, Water Supply Manager Donis, Administrative Clerk Barraza, Consultant Barkett and Legal Counsel Zolezzi .

Director Sanguinetti, Atkins and Watkins inquired on the expenses and staff provided responses to questions

3.  Stockton East Water District – Staff Report – Consider Approving the Purchase of a Caterpillar 420 Backhoe Loader         

Manager Hopkins presented the Board with a staff report to Consider Approving the Purchase of a Caterpillar 420 Backhoe Loader. Manager Hopkins reported this item had been reviewed twice by the Municipal Operations Committee, which directed staff to explore various equipment options. Following that review, the Committee recommended that the diesel-powered option be presented to the Board for consideration. Maintenance Manager Higares provided additional context, explaining that as a public agency, Stockton East Water District is subject to compliance with the California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets Regulation. Specifically, the District is required to retire any Tier 1 diesel engines that do not meet current emission standards. He emphasized that the District must comply with these regulations by January 1, 2026.

 

Director Atkins, Hansen, McGurk, Sanguinetti and Watkins inquired about the Caterpillar 420 Backhoe loader and staff provided responses to questions.

 

President McGurk has postponed this item to a future regular board meeting.

F.     REPORT OF GENERAL MANAGER

1.      Water Supply Report as of 08/05/25

Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.

 

There is 177,208 AF in storage at New Hogan Reservoir. Current releases are set at 223 cfs. There is 1,694,781 AF in storage at New Melones Reservoir. Current releases are set at 1,590 cfs. The current release at Goodwin Dam to Stanislaus River is set at 1,883 cfs and release to all water users is set at 1,989 cfs. There are 12 irrigators on New Hogan, 6 on New Melones and 3 out of District. The District Water Treatment Plant (WTP) is currently processing 54 mgd. North Stockton is currently utilizing 14 mgd. South Stockton is currently using 12 mgd. Cal Water is currently utilizing 22 mgd. The City of Stockton WTP is currently processing 15 mgd.

a.       Stockton East Water District Activities Update

Manager Hopkins reported he and staff have been working with MBK Engineers, DWR, and the Water Board over the past several years to secure a 180-day temporary storm water diversion permit each winter. This permit allows the District to divert flood flows from Little Johns and Rock Creek for groundwater recharge. He announced this year the District successfully obtained a 5-year temporary permit, allowing diversions from December through May annually for the next five years.

 

Manager Hopkins reported he is working with a new AI tool designed to assist staff in preparing for regular Board meetings. He explained the tool will use board member profiles to help anticipate potential questions, allowing staff to prepare responses in advance. During a trial run, the AI successfully predicted approximately 80% of the questions asked. Staff aim to ensure they are fully prepared with accurate information for any inquiries raised during meetings.

 

Manager Hopkins reported the equipment use for the week of 08/04/25

 

Manager Hopkins reported on the 2025 Employee Satisfaction Survey, noting the District saw declines in every category compared to the past two years. However, staff provided feedback on ongoing issues management will work to address. He stated the primary focus moving forward will be improving communication and coordination between departments. Discussion followed.

 

Manager Hopkins presented the Board with the HDR Bellota Weir Groundbreaking Ceremony Video and the Blakenship Media Bellota Weir Groundbreaking Ceremony Video.

 

4.      Stockton East Water District Water Supply Update

Water Supply Manager Donis presented the Board with a Water Supply update. Water Supply Manager Donis reported monitoring wells have dropped by an average of 5.5 feet across all 15 wells. Year-to-date recharge from the New Melones Reservoir totals 45,781 AF, while the Central San Joaquin Conservation District has received 22,142 AF and Stockton East has received 23,639 AF. The New Hogan Reservoir has recorded a year-to-date recharge of 57,709 AF, with 1,760 AF allocated for flood control, leaving a net total of 55,949 AF.

 

G.    DIRECTOR REPORTS

1.   Greater Stockton Chamber of Commerce – Monthly Mixer, Diversity Mixer Port of Stockton, 08/07/25

Director Watkins and Manager Hopkins attended the Greater Stockton Chamber of Commerce Monthly Mixer. Director Watkins reported it was a standard Chamber event. Manager Hopkins reported other minority chambers, including the African American Chamber and Latino Chamber, were also in attendance. He added there were a variety of food options and a strong turnout.

 

2.      ACWA Region 4 Quarterly Meeting, 08/08/25        

Director Watkins attended the ACWA Region 4 Quarterly Meeting via Zoom, where topics for the upcoming annual meeting were discussed. He reported that Holt Farms had contacted Dave Weisenberger regarding a potential Region 4 event. Director Watkins noted the meeting was difficult to follow.
