President McGurk called the regular meeting to order at 12:30 p.m., Manager Hopkins led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, Hansen, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance & Administration Ram, District Engineer Evensen, Water Supply Manager Donis, Maintenance Manager Higares, Procurement Specialist Cahoon, Administrative Assistant Rodriguez, Legal Counsel Zolezzi and Consultant Barkett.

1. ACWA JPIA – Walter “Andy” Sells Commitment to Excellence in Water Safety Award Presentation
Adrienne Beatty, Chief Executive Officer of ACWA JPIA, presented the inaugural Walter “Andy” Sells Safety Award to Stockton East Water District. This prestigious award, given to only two-member agencies, recognizes exceptional commitment to workplace safety. Stockton East Water District was honored in the category of organizations with 30 or more employees for its exemplary efforts in upholding the highest standards of safety.
The District met several key criteria, including being a recipient of the “Presidents Special Recognition Award” and maintaining a loss ratio of 20% or lower. Over the past three years, the District has demonstrated outstanding employee engagement through its safety program, which includes incentivizing safety suggestions with monetary rewards and active participation in training development.
These efforts have resulted in significant financial benefits, including over $180,000 worth of refunds from JPIA and an exceptionally low Experience Modification Rate (EMOD) of approximately 0.75—yielding an average annual savings of $25,000. The continued support of the Management and leadership of the Board of Directors were recognized as vital to the success of the District’s high-performing safety program.

4. Stockton East Water District – Staff Report – Review Proposed Board Meeting Minutes and Consider Adoption of Policy No. 4130
Manager Hopkins presented the Board with a staff report recommending the adoption of Board Meeting Minutes Policy No. 4130. Manager Hopkins reported as part of a two-month trial, staff had been preparing meeting minutes using both artificial intelligence (AI) and traditional human transcription methods. The AI-assisted process showed an average time savings of about two hours per meeting compared to the traditional approach and was preferred by the Board seven out of eight times.

1. Administration Committee Meeting, 07/23/25
Directors Sanguinetti, Watkins and Nakaue attended the Administration Committee Meeting. Director Sanguinetti reported the committee discussed the Board Meeting Minutes Policy and agreed to bring it forward to the full Board for review and approval.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 07/15/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 183,234 AF in storage at New Hogan Reservoir. Current releases are set at 225 cfs. There is 1,733,900 AF in storage at New Melones Reservoir. Current releases are set at 1,938 cfs. The current release at Goodwin Dam to Stanislaus River is set at 1,719 cfs and release to all water users is set at 1,764 cfs. There are 18 irrigators on New Hogan, 9 on New Melones and 4 out of District. The District Water Treatment Plant (WTP) is currently processing 50 mgd. North Stockton is currently utilizing 14 mgd. South Stockton is currently using 10 mgd. Cal Water is currently utilizing 24 mgd. The City of Stockton WTP is currently processing 17 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported between Tuesday, July 22nd and Wednesday, July 23rd, an individual unlawfully entered the campus through the Northeast gate. While the person did not gain access to the core facilities, equipment belonging to a District tenant was stolen during the incident. The District has terminated the contract with Delta Protective Services. Manager Hopkins reported staff is currently evaluating options for enhancing perimeter fencing to improve site security.
Manager Hopkins reported the Farmington Reservoir advertisement is now airing on Fox 40.
Manager Hopkins reported the District recently conducted audiometric testing, which revealed that the time-weighted average noise exposure for some employees exceeded the OSHA action level. As a result, the Safety Committee has developed a Hearing Conservation Program and will be conducting follow-up audiometric testing next week for the affected employees.
Manager Hopkins reported the 2025 Employee Satisfaction Survey has been distributed to all staff and will remain open through the end of next week.
Manager Hopkins reported he and the management team spent two days last week developing the District’s one-year priorities and 90-day goals.
