President McGurk called the regular meeting to order at 12:30 p.m., District Engineer Evensen led the Pledge of Allegiance.

 

Present at roll call at the District were Directors Atkins, Hansen, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Accountant Rangel, District Engineer Evensen, Water Operations Manager Wunderlich, Administrative Assistant Rodriguez, and Legal Counsel Selke.

Director Atkins made the following correction to the minutes;

E.     COMMITTEE REPORTS

1.      Agriculture Operations Committee Meeting, 06/18/25

Directors Atkins, Nakaue, Sanguinetti, Hansen, Manager Hopkins, Assistant Manager Vega and District Engineer Evensen attended the Agriculture Operations Committee Meeting. Director Atkins reported the committee discussed the Hydraulic Modeling and Design for the McGurk Low Water Crossings. The committee reviewed the necessary steps to advance the development of the hydraulic model and design, and recommended the item be presented to the Board for approval. Additionally, Director Atkins noted the committee reviewed findings from a field investigation conducted by Soils Engineering Inc., which tested soil conditions at the Clements Pipeline and Recharge Basin Test Pits. The tests revealed the presence of clay and hardpan layers at both sites, which are expected to significantly reduce percolation rates, impacting the feasibility of a recharge basin. As a result, the committee recommended additional testing to determine whether the construction of a recharge basin is still a viable option.

 

Director Sanguinetti and Director Nakaue inquired about the Agricultural Committee Meeting and staff provided responses to the questions.

 

2.      Central San Joaquin Water Conservation District Ad Hoc Committee Meeting, 06/23/25

Director Atkins, McGurk, Nakaue, Manager Hopkins and Assistant Manager Vega attended the Central San Joaquin Water Conservation District Ad Hoc Committee Meeting. Director Atkins reported that the committee has decided to postpone any plans to merge with the Central San Joaquin Water Conservation District. The District will continue operating as it is for now.

 

Director Panizza inquired about the Central San Joaquin Water Conservation District wheeling charges and staff provided responses to the questions.

 

F.     REPORT OF GENERAL MANAGER

1.      Water Supply Report as of 06/17/25

Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.

 

There is 199,024 AF in storage at New Hogan Reservoir. Current releases are set at 209 cfs. There is 1,840,276 AF in storage at New Melones Reservoir. Current releases are set at 1,964 cfs. The current release at Goodwin Dam to Stanislaus River is set at 2,349 cfs and release to all water users is set at 2,512 cfs. There are 9 irrigators on New Hogan, 10 on New Melones and 5 out of District. The District Water Treatment Plant (WTP) is currently processing 50 mgd. North Stockton is currently utilizing 14 mgd. South Stockton is currently using 8 mgd. Cal Water is currently utilizing 21 mgd. The City of Stockton WTP is currently processing 10 mgd.

3.      Report on General Manager Activities

a.       ACWA State Legislative Committee Meeting, 06/20/25

Manager Hopkins attended the ACWA State Legislative Committee Meeting. Manager Hopkins reported the meeting was brief, with two bills discussed having no relevance to Stockton East. He noted the District was advised to expect several trailer bills related to the state budget following the legislative recess from July 18 to August 18. Manager Hopkins also reported ACWA has advised they will not be taking a position on the Delta Conveyance Project.

 

b.      Stockton East Water District Activities Update

Manager Hopkins reported he and staff have now met with all the urban contractors to discuss the District’s capital improvement program and its associated financing plan. While some conversations are still ongoing, the urban contractors appeared to be generally receptive to the program.

Manager Hopkins reported he and Director Watkins met with the Bureau of Reclamation to discuss modifications to the District’s Central Valley Project contract. He stated the meeting went well, and a follow-up meeting is scheduled for next week to clarify certain information.

He noted the Bureau has already begun work on the environmental compliance requirements of the contract, and the District will be including additional items as requested. The Bureau also confirmed there should be no issue with modifying the contract as long as the South Delta Water Agency is excluded from the service area. Manager Hopkins added that the new Acting Director for the Bureau of Reclamation, Adam Nickels, appeared to be fairly engaged in the discussion.

 

Manager Hopkins reported on the equipment use for the week of June 16th.

 

Manager Hopkins reported Maintenance Manager David Higares graduated from the Leadership Stockton Program last week.

 

Manager Hopkins reported on the District’s Employee Spotlight, highlighting Andrea Cahoon, Procurement Specialist, and Ernesto Carranza, Water Supply Operator. Both were recognized this month on the District’s website and LinkedIn page.

 

4.      Stockton East Water District Operations Update

Water Operations Manager Wunderlich presented the Board with a Treatment Plant Update. Water Operations Manager Wunderlich reported, for the month of April, the WTP collected 97 samples and there were 0 samples that tested positive for Coliform and E.Coli. The rain totals for the past 7 days were 0 and the surface water production for the Treatment Plant was 3,711 AF and City of Stockton WTP was 1,552 AF. The groundwater production for Stockton East Water District was 0 AF, California Water Service was 504 AF and City of Stockton was 47 AF for a total of 551 AF. Lastly, the TTHM average is 30ppb and free chlorine average 0.88 ppm.

 

G.    DIRECTOR REPORTS

1.      San Joaquin Farm Bureau – Night At The Ports, 06/19/25

Director Watkins attended the San Joaquin Farm Bureau Night at the Ports. Director Watkins reported all five members of the San Joaquin County Board of Supervisors were present and some participated in throwing the first ceremonial pitch.

 

H.    COMMUNICATIONS

1.      AB 929 (Connolly) – Opposing Letter, 06/13/25

Manager Hopkins presented the Board with a letter opposing letter AB 929, as the bill undermines the ability of groundwater sustainability agencies (GSAs) to continue making progress toward achieving groundwater sustainability and is inconsistent with the original agreement that allowed the Sustainable Groundwater Management Act (SGMA) to be passed.
