President McGurk called the regular meeting to order at 12:30 p.m., Assistant Manager Vega led the Pledge of Allegiance.

4. Stockton East Water District – Staff Report – Review and Consider a MOU between Stockton East Water District and Contra Costa Water District for Cooperations to Support Mutual Interests.
Manager Hopkins presented the Board with a staff report to review and consider a Memorandum Of Understanding (MOU) between Stockton East Water District and Contra Costa Water District for Cooperations to Support Mutual Interests. Manager Hopkins reported staff have been engaged in ongoing discussions with Contra Costa Water District to explore collaborative opportunities, including a groundwater banking project, overall groundwater management, grant funding, legislative advocacy, and the exchange of best practices. The draft amendment starting on page 47 was reviewed by the Administration Committee on May 28, which provided input and recommended a revised version. A notable change was the inclusion of Section 1B, which clearly expresses support for the District’s efforts to modify its Central Valley Project contract. The MOU does not include any financial obligations. Contra Costa Water District is scheduled to adopt the document on July 2nd.

Manager Hopkins presented the Board with a staff report to review and consider Voting for a CSDA Sierra Network – Seat B Board of Directors Nominee.

E. COMMITTEE REPORTS
1. Central San Joaquin Water Conservation District & Stockton East Water District Committee Meeting, 06/04/25
Directors Atkins, McGurk and Manager Hopkins attended the Central San Joaquin Water Conservation District & Stockton East Water District Ad Hoc Committee Meeting. Director McGurk reported the meeting lasted approximately 90 minutes and included incomplete discussions regarding the perceived strengths and weaknesses of a potential district merger. A follow-up meeting is scheduled for June 23 with the same three representatives from the District to further review the committee’s findings and obtain additional data.
2. San Joaquin Farm Bureau Monthly Water Committee Meeting, 06/11/25
Water Supply Manager Donis attended the San Joaquin Farm Bureau Monthly Water Committee Meeting. Water Supply Manager Donis reported Oakdale Irrigation District (OID) and South San Joaquin Irrigation District (SSJID) are in their early stages of the tunnel project which intends to prevent rockslides, is estimated to cost $75 million for a 10,000–12,000-foot tunnel section. The North San Joaquin Water Conservation District (NSJWCD) did not receive water this year but is currently negotiating a potential transfer of up to 3,000 acre-feet with Woodbridge Irrigation District (WID). While no agreement has been finalized, pricing discussions are ongoing. Stockton East Water District (SEWD) also distributed a handout of the Calaveras River Water Shed Resiliency Plan during the meeting.
G. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 06/03/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 202,037 AF in storage at New Hogan Reservoir. Current releases are set at 236 cfs. There is 1,862,773 AF in storage at New Melones Reservoir. Current releases are set at 2,402 cfs. The current release at Goodwin Dam to Stanislaus River is set at 2,977 cfs and release to all water users is set at 2,884 cfs. There are 18 irrigators on New Hogan, 10 on New Melones and 3 out of District. The District Water Treatment Plant (WTP) is currently processing 50 mgd. North Stockton is currently utilizing 14 mgd. South Stockton is currently using 6 mgd. Cal Water is currently utilizing 21 mgd. The City of Stockton WTP is currently processing 8 mgd.

3. Report on General Manager Activities
a. CVP Water Association – Executive & Financial Affairs Committee Meeting, 06/06/25
Director of Finance & Administration Ram attended the CVP Water Association – Executive & Financial Affairs Committee Meeting. Director of Finance & Administration Ram reported core staffing remains stable; however, there is a significant staff shortage, and volunteer support has been critical in advancing the rate-setting process. All inquiries should be directed to Shabbir Hamad. Due to limited staffing, the annual accounting analysis typically mailed in mid-August is now expected to be released in early September or later. The 2026 rate-setting process is moving forward on a 30-day schedule, with an October 1st posting deadline in place and resources being prioritized to meet this timeline. Stakeholders are encouraged to contact Shabbir directly to resolve any outstanding underpayments before credit refunds are issued. Credits from 2021, which have been delayed, are scheduled to be processed.
b. Stockton East Water District Activities Update
Manager Hopkins presented the Board with a precipitation update from Weather Tools. As of the end of April, weather forecasting tools show the District is at 89% of a normal precipitation year, with projections for November ranging from 90% to 110% of average. Precipitation levels are slightly improved compared to last year. New Hogan Reservoir has received 80,000 acre-feet of inflow to date, falling short of the estimated 110,000–130,000 acre-feet. New Melones Reservoir has recorded 650,000 acre-feet of inflow so far, with final totals expected to reach up to 1.08 million acre-feet depending on remaining snowpack.
Manager Hopkins presented the Board with the Farmington Dam video for any suggestions before advertising it to the public.

4. Stockton East Water District Finance Update
Director of Finance & Administration Ram presented a finance update to the Board. Director of Finance & Administration Ram reported on the monthly investment income. The California Class interest rate for April was 4.394%, generating approximately $39,000 in income. May’s earnings totaled $40,000, while June amounts have not yet been released. LAIF will publish its quarterly interest income for April through June in early July. Director of Finance and Administration, Ram, also provided an update on the District’s accounting software, reporting that staff are currently working with Tyler Technologies to set up a test environment.
G. DIRECTOR REPORTS
1. Irrigation Field Day – Linden, CA, 06/04/25
Director Atkins and Manager Hopkins attended the Irrigation Field Day in Linden, CA. Director Atkins reported the event included a presentation on a Phytophthora study conducted by Jaime, emphasizing the role of irrigation practices such as keeping water off tree trunks and preventing standing water in reducing the risk of the disease. Discussions also addressed mite control through the release of predatory insects, with 30,000 bugs per acre of three different species deployed to target mites and their eggs; cost details were not provided. The Community Alliance with Family Farmers (CAFF) and the UC Extension were noted as partners in insect monitoring and management efforts. Justin also provided an update on SGMA and Stockton East’s local activities. Representatives from North San Joaquin were in attendance.

Director Atkins and Manager Hopkins attended this event.
3. 2025 Stockton State of the City – Adventist Health Arena, 06/10/25
Directors Atkins, Sanguinetti, Watkins and Manager Hopkins attended the 2025 Stockton State of the City at the Adventist Health Arena. Director Atkins reported the event was well-managed, with air conditioning and organized seating. Awards were presented to employees from various city departments including parks, water, and libraries in recognition of long-term service. The Mayor highlighted several community initiatives, notably a new swimming pool project at Victory Park, and referenced the McKinley Park pool, which opened six years ago. One of the award recipients, an employee named Mudd, was surprised to receive the honor.
4. Eastern San Joaquin Groundwater Authority Board Meeting, 06/11/25
Director Panizza, Watkins and Manager Hopkins attended the Eastern San Joaquin Groundwater Authority Board Meeting. Director Panizza reported the board meeting included a special closed-session notice. During the regular session, the board approved the previous meeting minutes and reviewed the preliminary budget for the 2025–2026 fiscal year. Discussions included the potential hiring of a replacement for Brandon Nakagawa, whose contract expires on June 30; he has served as a temporary fill-in for approximately 1.5 years while also working in South San Joaquin Irrigation District (SSJID). Membership billing efforts across various districts were reported as successful, with requested amounts such as $85,500 and $353,000 collected. The next meeting is scheduled for July 9 to adopt the final budget and receive a management report. Director Watkins noted Central San Joaquin Water Conservation District (CSJWCD) new representative, Richard Wagner, is actively engaged and contributing through thoughtful questions.

Manager Hopkins presented the Board with the Central San Joaquin Water Conservation District Wheeling Letter.
2. SB 454 (McNerney) – Support Letter, 06/10/25
Manager Hopkins presented the Board with the SB 454 (McNerney) – Support Letter. Manager Hopkins reported the District has signed a support letter for SB 454, which seeks to establish a statewide PFAS Mitigation Fund.
