President McGurk called the regular meeting to order at 12:30 p.m., Admin Assistant Rodriguez led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, District Engineer Evensen, Maintenance Manager Higares, Water Operations Manager Wunderlich, Administrative Assistant Rodriguez and Legal Counsel Selke. Director Sanguinetti was absent.

4. Stockton East Water District – Staff Report – Consider Approval Of Final Budget Amendment and Change Order
Manager Hopkins provided the Board with a staff report to Consider Approval of Final Budget Amendment and Change Order. Manager Hopkins reported the District has been managing the construction project to build a flow-measuring concrete Replogle flume structure in the Upper Farmington Canal near the Goodwin Tunnel Outlet. Manager Hopkins reviewed the staff report and staff provided responses to questions.
A motion was moved and seconded to authorize the General Manager to approve change order #10 and the budget amendment presented in table 4, as presented.

1. Eastern San Joaquin Executive Committee Meeting, 05/07/25
Director Watkins attended the Eastern San Joaquin Executive Committee Meeting. Director Watkins reported the committee conducted a second interview with one of the candidates for the Executive Director position.
2. San Joaquin County and Delta Water Quality Coalition Steering Committee Meeting, 05/12/25
No board member attended this meeting.
3. San Joaquin Farm Bureau Federation Monthly Water Committee Meeting, 05/14/25
Manager Hopkins reported this item will be brought back at the next regular board meeting.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 05/06/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 214,885 AF in storage at New Hogan Reservoir. Current releases are set at 198 cfs. There is 1,978,840 AF in storage at New Melones Reservoir. Current releases are set at 2,446 cfs. The current release at Goodwin Dam to Stanislaus River is set at 2,716 cfs and release to all water users is set at 3,177 cfs. There are 17 irrigators on New Hogan, 2 on New Melones and 1 out of District. The District Water Treatment Plant (WTP) is currently processing 42 mgd. North Stockton is currently utilizing 11 mgd. South Stockton is currently using 5 mgd. Cal Water is currently utilizing 16 mgd. The City of Stockton WTP is currently processing 11 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported that the water treatment plant is making water deliveries and operating under its regular summer routine. Manager Hopkins also reported the District is preparing for the Farmington Dam shutdown scheduled for next week.
4. Stockton East Water District Water Treatment Plant Update
Water Operations Manager Wunderlich presented the Board with a Treatment Plant Update. Water Operations Manager Wunderlich reported, for the month of April, the Water Treatment Plant collected 95 samples and there were 0 samples that tested positive for Coliform and E.Coli. The rain totals for the past 7 days were 0 and the surface water production for the Treatment Plant was 1,943 AF and City of Stockton Treatment Plant was 1,473 AF. The groundwater production for Stockton East Water District was 125 AF, California Water Service was 838 AF and City of Stockton was 182 AF for a total of 1,145 AF. Lastly, the TTHM average is 37ppb and free chlorine average 0.90 ppm.
G. DIRECTOR REPORTS
1. F&M Bank – Annual Evening at The Park, 05/06/25
Director Nakaue, Director Watkins and Manager Hopkins attended the F&M Bank Annual Evening at The Park. Director Nakaue reported that the event had an excellent turnout.
2. Stockton East Water District – Special Board Meeting, 05/07/25
Directors Atkins, Watkins, McGurk, Panizza, Sanguinetti, Nakaue and Manager Hopkins attended
the Special Board Meeting. Director Panizza reported Manager Hopkins gave the Board a presentation on the District, and Water Operations Manager Wunderlich led a tour of the water treatment plant.
3. Bay-Delta Water Dinner, 05/07/025
Director Watkins, Sanguinetti, Manager Hopkins and Legal Counsel Zolezzi attended the Bay-Delta Water Dinner. Manager Hopkins reported Legal Counsel Zolezzi’s presentation aligned with those from previous years and the message was positively received by the audience.
4. San Joaquin County Farm Bureau’s 111th Annual Meeting – The Rustic Ranch, 05/08/25
Director Watkins, Sanguinetti, Nakaue and Manager Hopkins attended the San Joaquin County Farm Bureau’s 111th Annual Meeting. Director Watkins reported Director Sanguinetti was honored for his many years of service to the San Joaquin County Farm Bureau. He received a plaque, and the Farm Bureau’s boardroom was named in his honor. The Farm Bureau also awarded scholarships during the event.
5. 2025 ACWA Spring Conference & Expo, 05/13/25 – 05/15/25
Director Watkins, Manager Hopkins, Assistant Manager Vega and District Engineer Evensen attended the 2025 ACWA Spring Conference & Expo. Manager Hopkins reported that the Agriculture Committee delivered a strong presentation by Dan Kepper of the Family Water Alliance, who is planning to retire in October. Manager Hopkins reported he met with representatives from various agencies. Director Watkins noted the Director of the U.S. Bureau of Reclamation discussed past infrastructure projects and expressed interest in pursuing new projects in the future. Director Watkins reported the California State Water Resource Control Board received $60M in grants.
