A.    PLEDGE OF ALLEGIANCE AND ROLL CALL

President McGurk called the regular meeting to order at 12:30 p.m., and Director of Finance & Administration Ram led the Pledge of Allegiance.

 

Present at roll call at the District were Directors Atkins, McGurk, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, Water Operations Manager Wunderlich, District Engineer Evensen, Administrative Assistant Rodriguez and Consultant Barkett. Director Cortopassi and Director Nakaue were absent. Legal Counsel Zolezzi was present via teleconference.

C.    PUBLIC COMMENT

Manager Hopkins presented the Board with an introduction to the new employees who have been hired by the District over the past year. These individuals include Patrick Marshall, Maintenance Mechanic I; Gerardo Montero, Electrical Technician I; Luis Perez-Luna, Maintenance Mechanic I; Noah Patterson, Water Treatment Plant Operator Trainee; Kelly McGee, Electrical Technician I; and Justin Scheffel, Water Supply Operator.

A motion was moved and seconded to approve the March 11, 2025, Regular Meeting Minutes, as presented.

3.      2025 ACWA Elections – Authorized Voting Representative Form

Manager Hopkins provided the Board the 2025 ACWA Elections Authorized Voting Representative Form. Director Sanguinetti was recommended for appointment as the 2025 ACWA Authorized Voting Representative.

 

A motion was moved and seconded to appoint Director Sanguinetti as the 2025 ACWA Elections Authorized Voting Representative, as presented.

4.      Stockton East Water District – Updated Budget Adjustments For Fiscal Year 2024-2025

Manager Hopkins provided the Board with an Updated Budget Adjustments For Fiscal Year 2024-2025 table. Manager Hopkins reviewed the budget adjustments and staff provided responses to questions.

 

 

5.      Stockton East Water District – Consider Approving A Professional Service Agreement – NEPA Documentation With Stantec Consulting Services, Inc.

Manager Hopkins provided the Board with a Professional Service Agreement for NEPA Documentation with Stantec Consulting Services, Inc. Manager Hopkins reviewed the staff report and staff provided responses to questions.

 

 

A motion was moved and seconded to authorize the General Manager to approve a Professional Services Agreement with Stantec for NEPA documentation in the amount of $84,128 plus a 10% contingency of $8,413 for a total of $95,541, and make all other necessary approvals, as presented.

6.      Stockton East Water District – Consider of Approval of $100,000 For WIFIA Loan Application Fee Staff Report

Manager Hopkins provided the Board with a staff report to Consider Approving a $100,000 WIFIA Loan Application. Manager Hopkins reviewed the staff report and staff provided responses to questions.

 

A motion was moved and seconded to authorize the transfer of $60,000 from Legal fees to WIFIA expense and approve the WIFIA loan application and payment of the $100,000 application fee, as presented.

1.      San Joaquin Farm Bureau Federation Monthly Water Committee Meeting, 03/12/25

Water Supply Manager Donis attended the San Joaquin Farm Bureau Federation Monthly Water Committee Meeting. Manager Hopkins reported the North San Joaquin Water Conservation District (NSJWCD) is nearing completion of their south system project and is preparing to deliver water soon. Additionally, they have received the necessary permits to begin their north system project. The Woodbridge Irrigation District (WID) is in the process of refilling Lodi Lake, while WID, South San Joaquin Irrigation District (SSJID), and Oakdale Irrigation District (OID) have all started making water deliveries for the irrigation season. The San Joaquin County reported through the MICUP program they have been in discussions with River Partners, who are seeking floodplain land along the Calaveras River. The meeting scheduled for April 9th has been canceled unless it is needed.

 

2.      Eastern San Joaquin Groundwater Authority Executive Committee Meeting, 03/12/25

Director Watkins attended the Eastern San Joaquin Groundwater Authority Executive Committee Meeting. Director Watkins reported the committee reviewed and approved the Executive Director job description, moving forward with the process. They also approved a $1,000 budget to advertise the job opening and up to $350k to fund the position. Additionally, Director Watkins reported the committee approved a $200K budget for accounting framework and is still in search of a surveyor to conduct the subsidence survey in the Waterloo area. Director Watkins also reported there will be no more steering committee meetings, and GSAs will now be responsible for providing updates on the status of their projects. Discussion followed.

 

3.      ACWA Spring Quarterly Policy Committee Meeting, 03/13/25

Director Watkins and Director Sanguinetti attended the ACWA Spring Quarterly Policy Committee Meeting. Director Watkins reported the agricultural committee gave an update on the water coalition waiver, focusing primarily on legislation, law, and the bottled water program. Roger Cornwell, representing the Sutter Basin Sacramento River Settlement Contractors, spoke on behalf of 130,000 settlement contractors from Redding to Woodland. Jason Phillips from the Friant Water Authority also gave a speech about diversions to south of Delta. Discussion followed.

 

F.     REPORT OF GENERAL MANAGER

1.      Water Supply Report as of 03/11/25

Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.

 

There is 189,182 AF in storage at New Hogan Reservoir. Current releases are set at 48 cfs. There is 1,960,532 AF in storage at New Melones Reservoir. Current releases are set at 724 cfs. The current release at Goodwin Dam to Stanislaus River is set at 1,007 cfs and release to all water users is set at 1,007 cfs. The District Water Treatment Plant (WTP) is currently processing 24 mgd. North Stockton is currently utilizing 7 mgd. South Stockton is currently using 8 mgd. Cal Water is currently utilizing 17 mgd. The City of Stockton WTP is currently processing 8 mgd.

3.      Report on General Manager Activities

a.       ACWA State Legislative Committee Meeting, 03/17/25

Manager Hopkins attended the ACWA State Legislative Committee Meeting.

Manager Hopkins reported the ACWA State Legislative Committee held a special meeting yesterday to discuss several bills: AB 639, SB 601, and SB 682. Manager Hopkins explained AB 639 seeks to exempt a weir from the definition of a dam, and ACWA has taken a support position on this bill. SB 601 aims to restore pre-Sackett v. EPA regulations at the state level, and ACWA opposed this bill. SB 682 focuses on improving source control and preventing PFAS pollution by prohibiting the sale and distribution of products containing PFAS, and ACWA supported this bill.

 

b.      Stockton East Water District Activities Update

Manager Hopkins reported having a meeting with Drew Lessard and the Central San Joaquin Water Conservation District (CSJWCD), during which they discussed the eastside allocation for the Central Valley Project. Due to the dry San Joaquin River index, the eastside is receiving only a 49,000 AF allocation as of now, with a final allocation provided in May.

 

Manager Hopkins reported meeting with Darren Suen, the new Executive Director of the San Joaquin Area Flood Control Agency (SJAFCA). Suen has previously worked for the Department of Water Resources (DWR) and the Central Valley Flood Protection Board (CVFPP). Manager Hopkins shared that SJAFCA is interested in continuing partnership opportunities and exploring projects that focus on getting floodwater off the river before it reaches the town, minimizing the impact when it does.

 

Manager Hopkins reported staff is currently working on public outreach for the Farmington Dam study, specifically targeting landowners in Stanislaus County who are located behind the dam.

 

Manager Hopkins reported he has been in communication with Congressman Harder's staff, who are working on two requests related to the Farmington Dam study. The first request is for directing language to the U.S. Army Corps of Engineers (USACE) to expedite their work on the study. The second request is for an appropriation to fund the study in the 2026 fiscal year budget.

 

Manager Hopkins reported the equipment use for the week of March 10th.

 

4.      Stockton East Water District Water Operations Update

Water Operations Manager Wunderlich provided the Board with an update on the District’s Water Treatment Plant Operations. Water Operations Manager Wunderlich reported, for the month of February, the Water Treatment Plant collected 88 samples and there were 0 samples that tested positive for Coliform and E. Coli. The rain totals for the past 7 days were 1.59” and the surface water production for the Treatment Plant was 2,083 AF and City of Stockton Treatment Plant was 744 AF. The groundwater production for Stockton East Water District was 73 AF, California Water Service was 369 AF and City of Stockton was 9 AF for a total of 451 AF. Lastly, the TTHM average is 55 and chlorine free average 1.11.

 

G.    DIRECTOR REPORTS

1.      F&M Bank – Annual AG BBQ, 03/13/25

Director Atkins, Director Sanguinetti and Director Watkins attended the F&M Bank Annual AG BBQ. Director Atkins reported it was a great event overall. He spoke with County Board Supervisor Steve Ding.

 

2.      Assemblymember Rhodesia Ransom Meeting, 03/14/25

Director Atkins, Director Panizza, Director McGurk and Manager Hopkins attended the meeting with Rhodesia Ransom. Director McGurk reported Manager Hopkins presented an overview of the District’s activities to Assemblymember Ransom.
