President McGurk called the regular meeting to order at 12:30 p.m., and Director Panizza led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance and Administration Ram, Water Operations Manager Wunderlich, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Director Cortopassi was absent.

E. COMMITTEE REPORTS
1. Eastern San Joaquin Groundwater Authority Steering Committee Meeting, 02/12/25
Director Watkins and Manager Hopkins attended the Eastern San Joaquin Groundwater Authority Steering Committee Meeting. Director Watkins reported there was no quorum.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 02/11/25
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 185,926 AF in storage at New Hogan Reservoir. Current releases are set at 47 cfs. There is 1,916,340 AF in storage at New Melones Reservoir. Current releases are set at 594 cfs. The current release at Goodwin Dam to Stanislaus River is set at 464 cfs and release to all water users is set at 464 cfs. The District Water Treatment Plant (WTP) is currently processing 20 mgd. North Stockton is currently utilizing 5 mgd. South Stockton is currently using 6 mgd. Cal Water is currently utilizing 14 mgd. The City of Stockton WTP is currently processing 9 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported he recently received a notice from the Division of Drinking Water outlining their priorities for 2025. Manager Hopkins reported, this year, the Division will focus on pursuing additional regulations for substances such as PFAS, arsenic, nitroso dimethylamine, cadmium, mercury, and styrene.
Manager Hopkins reported he has spent several months collaborating with the management team to develop Key Performance Indicators (KPIs). These KPIs are designed to show the public the value they are receiving in return for their contributions to the District. Manager Hopkins also reported he will present these KPIs to the Board during a future Board meeting.
Manager Hopkins reported the District has disputed many charges listed in the Flume Project's change order and is awaiting the contractor's justification or supporting documentation for the requested adjustments. Manager Hopkins shared an aerial photo and video of the Flume Project to the Board.
Manager Hopkins reported the equipment use for the week of February 10th.
4. Stockton East Water District Water Treatment Plant Update
Water Operations Manager Wunderlich provided the Board with an update on the District’s Water Treatment Plant Operations. Water Operations Manager Wunderlich reported, for the month of January, the Water Treatment Plant collected 98 samples and there was 1 sample that tested positive for Coliform and E. Coli due to staff mislabeling the sample. The rain totals for the past 7 days were 1.91” and the surface water production for the Treatment Plant was 2,738 AF and City of Stockton Treatment Plant was 664 AF. The groundwater production for Stockton East Water District was 0 AF, California Water Service was 70 AF and City of Stockton was 178 AF for a total of 248 AF. Lastly, the TTHM average is 29 and chlorine free average 1.18.
G. DIRECTOR REPORTS
1. Eastern San Joaquin Groundwater Authority Board Meeting, 02/12/25
Director Panizza, Director Watkins and Manager Hopkins attended the Eastern San Joaquin Groundwater Authority Board Meeting. Director Panizza reported the Board elected the officers for the Eastern Jan Joaquin Groundwater Authority, with Bob Holmes being elected as Chair and Director Panizza being re-elected as Vice Chair. Supervisor Dhaliwal was appointed to the Sustainable Groundwater Management Act (SGMA) Board. Director Panizza also reported the Board reviewed the financial reports and the reports from the Groundwater Sustainability Agencies (GSA). Manager Hopkins reported the Groundwater Authority (GWA) Board approved updates to their website.
H. COMMUNICATIONS
1. San Bernardino Valley Water Conservation District Supporting Melody Henriquez-McDonald Letter – Resolution No. 626 Nominating Its ACWA/JPIA Board Member To The Executive Committee Of The Association Of California Water Agencies Joint Powers Insurance Authority
Manager Hopkins reported the District received a request from the San Bernardino Valley Water Conservation District requesting the District consider supporting their nominee to the ACWA/JPIA Board Executive Committee.
2. Cucamonga Valley Water District Supporting Randall James Reed Letter – Resolution No. 2025-2-1 Nominating Its JPIA Board Member To The Executive Committee Of The Association Of California Water Agencies Joint Powers Insurance Authority
Manager Hopkins reported the District received a request from the Cucamonga Valley Water District requesting the District consider supporting their nominee to the JPIA Board Executive Committee.
3. Eastern San Joaquin Groundwater Authority – Executive Committee Volunteers Letter
Manager Hopkins presented the Board with the Eastern San Joaquin Groundwater Authority Executive Committee Volunteers Letter. Manager Hopkins reported the ESJGWA Board of Directors is seeking volunteers to serve on the Ad Hoc Committee. President McGurk directed Manager Hopkins to nominate Director Watkins for the committee and himself as the alternate, pending confirmation tomorrow.
