President Atkins called the regular meeting to order at 12:30 p.m., and Manager Hopkins led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, McGurk, Nakaue, Panizza and Sanguinetti. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance & Administration Ram, District Engineer Evensen, Administrative Assistant Rodriguez and Legal Counsel Zolezzi. Directors Cortopassi and Watkins were absent.

3. Stockton East Water District – Consider Approval of the Injury and Illness Prevention Plan (IIPP)
Manager Hopkins presented the Board with the Injury and Illness Prevention Plan (IIPP) policy. Manager Hopkins reported District staff regularly update the IIPP to incorporate changes in the appendices or to align with new regulations. The latest update primarily focused on revising job classifications, including the addition of the Safety and Compliance Analyst position and changing the title of "Director of Finance" to "Director of Finance and Administration." Furthermore, a significant update is outlined on page 44 of the Board packet, with a revised version included in the handout. This update introduces a new language for the phone policy, which has been approved by the Board of Directors.
Director Nakaue made the following correction to the handout. Line 4, replace “employees” with “employee”.

4. Stockton East Water District – Consider Approval of Professional Services Agreement – Radio System Analysis and Proposed Budget Amendment Memo
Manager Hopkins presented a memo to the Board requesting approval of a Professional Services Agreement for a Radio System Analysis, along with a proposed budget amendment. Assistant Manager Vega reviewed the memo and provided responses to questions.
A motion was moved and seconded to authorize the budget amendment proposed in Table 2 and authorize the General Manager to execute a Professional Services Agreement with Applied Technology Group, Inc. in the amount of $51,289 plus a 10% contingency of $5,129, for a total of $56,418, and make all other necessary approvals, as presented.

5. Stockton East Water District – Consider Approving Reorganization and Reclassification of Staff Memo
Manager Hopkins presented a memo to the Board requesting approval for the reorganization and reclassification of staff and adoption of an updated organizational chart.
Director McGurk proposed a correction tothe organizational chart.
A motion was moved and seconded to approve reclassification of one Water Supply Supervisor position to one Maintenance Mechanic I position and adopt the updated organizational chart, as corrected.

E. COMMITTEE REPORTS
1. Agriculture Operations Committee Meeting, 11/04/24
Director Sanguinetti, Director Atkins, Director Watkins, Manager Hopkins, Assistant Manager Vega, and Director of Finance and Administration Ram attended the Agriculture Operations Committee Meeting. Director Sanguinetti reported the committee discussed various projects planned for the next fiscal year and their associated costs. Director Atkins reported GEI gave a presentation to the committee, outlining the costs of the proposed projects, which were estimated to be around thirteen projects, depending on the chosen alternative. Manager Hopkins reported the budget presentation began with GEI's overview of the recharge alternatives to be included in the 20-year Capital Improvement Program, which are included as several of the proposed projects for the upcoming fiscal year. GEI will update their draft Water Supply Master Plan and Capital Improvement Program, which will be presented to the full Board at a future meeting. Assistant Manager Vega reported that the committee suggested adding an excavator to the budget for the next fiscal year. Discussion followed.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 10/29/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 174,859 AF in storage at New Hogan Reservoir. Current releases are set at 91 cfs. There is 1,795,876 AF in storage at New Melones Reservoir. Current releases are set at 461 cfs. The current release at Goodwin Dam to Stanislaus River is set at 550 cfs and release to all water users is set at 550 cfs. The District Water Treatment Plant (WTP) is currently processing 40 mgd. North Stockton is currently utilizing 8 mgd. South Stockton is currently using 9 mgd. Cal Water is currently utilizing 19 mgd. The City of Stockton WTP is currently processing 13 mgd.
Director McGurk inquired if the pulse flows have begun for Calaveras River. Manager Hopkins confirmed.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported he and Director Watkins met with the Stanislaus County Board of Supervisors and some of the Stanislaus County water resources staff. The District presented its proposed Central Valley Project Contract Modification and requested a letter of support from the Stanislaus County Board of Supervisors.
Manager Hopkins reported Director Atkins and himself met with four landowners to discuss the Clements Road Pipeline. The landowners were interested in providing a right of way to the District in exchange for access to surface water. There is a future meeting scheduled for November 21st.
Manager Hopkins reported the District recently conducted its annual infrared (IR) scan of the electrical equipment, and everything passed with excellent results.
4. Stockton East Water District Engineering Update
District Engineer Evensen presented the Board with an Engineering update.
District Engineer Evensen reported out on project and construction management which include the following; Water Supply Master Plan and CIP, water treatment plant master plan and CIP, grants including the SWEEP Block grants round 2, SCADA improvements, extraction well #2 electrical, aquifer storage recovery well 74-01, fencing and security access, highway 4 traveling water screen, Low Lift Pumping Station P-1 pump replacement and McGurk low water Crossing. District Engineer Evensen also reported on planning, design, permitting and grants which include the following; design of new filters and modifications to existing filters, George Watkins low water crossing, Eight Mile dam, Peters Pipeline control vault replacement, potter creek pump station, Mormon slough railroad bridge fish passage, raise actuators and replace butterfly valves for main control vaults and Bellota Weir modification project.
G. DIRECTOR REPORTS
1. Ag Venture Days, 10/29/24
Director Sanguinetti attended the Ag Venture Days. Director Sanguinetti reported there were around 300 volunteers at this eventand that he has taken part in this event for fifteen years.
2. 39th Annual San Joaquin Ag Hall of Fame, 10/29/24
Directors Sanguinetti and Watkins attended the 39th Annual San Joaquin Ag Hall of Fame. Director Sanguinetti reported that the event was a success and concluded on schedule.
3. Stockton East Water District – Louie Mendez Retirement Luncheon, 11/01/24
Director Atkins, Director Sanguinetti and Director Watkins attended Louie Mendez Retirement Luncheon. Director Atkins reported Louie served the District for 25 years. He was presented with the Board-approved resolution and the Waterdrop Award. Director Atkins reported staff shared a speech reflecting their experiences with Louie during his time with the District.
4. Stockton East Water District and the Stanislaus County Board of Supervisors Meeting, 11/04/24
Director Watkins and Manager Hopkins attended the Stockton East Water District and the Stanislaus County Board of Supervisors Meeting. Manager Hopkins reported he hopes the District receives a letter of support from the Stanislaus County Board of Supervisors.
H. COMMUNICATIONS
1. Tuolumne Utilities District New Melones Contract Letter, 10/22/24
Manager Hopkins reported the District received a letter from Tuolumne Utilities District requesting conformation be sent from Stockton East Water District (SEWD) and Central San Joaquin Water Conservation District (CSJWCD) to the Bureau of Reclamation stating the District will not protest the Water Supply Contract Application. Manager Hopkins reported the District replied, confirming it will not protest.
