A. PLEDGE OF ALLEGIANCE AND ROLL CALL
President Atkins called the regular meeting to order at 12:30 p.m., and Director Watkins led the Pledge of Allegiance.
Present at roll call at the District were Directors Atkins, Cortopassi, McGurk, Panizza, Sanguinetti and Watkins. Also present were Manager Hopkins, Assistant Manager Vega, Director of Finance & Administration Ram, District Engineer Evensen, Operations Manager Wunderlich, Administrative Assistant Rodriguez, Legal Counsel Zolezzi and Consultant Barkett. Director Nakaue was absent.

3. JWT and Associates, LLP – Certified Public Accountants – Approval of Audited Financial Statements Fiscal Year 2023/2024
Manager Hopkins presented the JWT and Associates, LLP – Certified Public Accountants – Approval of Audited Financial Statements Fiscal Year 2023/2024. Manager Hopkins reported Nathan Doty had previously provided the Board with a presentation on these statements, assuring them everything was in order. Director of Finance and Administration Ram noted she would follow up with Mr. Doty should the Board have any questions regarding the audited financial statements.
A motion was moved and seconded for the Approval of Audited Financial Statements Fiscal Year 2023/2024, as presented.

E. COMMITTEE REPORTS
1. San Joaquin Farm Bureau Federation Monthly Water Committee Meeting, 10/09/24
Water Supply Manager Donis attended the San Joaquin Farm Bureau Federation Monthly Water Committee Meeting. Manager Hopkins stated that the North San Joaquin Water Conservation District (NSJWCD) is projected to use 5,400 AF of surface water this year, with plans to use 10,000 AF next year; Oakdale Irrigation District (OID) and South San Joaquin Irrigation District (SSJID) are ending their irrigation season this week; and San Joaquin County (SJC) is hoping to have a draft flood hazard ordinance sent over to the San Joaquin Farm Bureau Federation (SJFBF) next month.
2. San Joaquin County and Delta Water Quality Steering Committee Meeting, 10/14/24
No Board member attended this meeting.
F. REPORT OF GENERAL MANAGER
1. Water Supply Report as of 10/08/24
Manager Hopkins provided a handout of the Water Supply Report for information only that included storage, release, and production data collected from various sources as of midnight last night.
There is 178,527 AF in storage at New Hogan Reservoir. Current releases are set at 91 cfs. There is 1,812,826 AF in storage at New Melones Reservoir. Current releases are set at 948 cfs. The current release at Goodwin Dam to Stanislaus River is set at 548 cfs and release to all water users is set at 1,257 cfs. The District Water Treatment Plant (WTP) is currently processing 42 mgd. North Stockton is currently utilizing 10 mgd. South Stockton is currently using 10 mgd. Cal Water is currently utilizing 20 mgd. The City of Stockton WTP is currently processing 14 mgd.

3. Report on General Manager Activities
a. Stockton East Water District Activities Update
Manager Hopkins reported that the District hosted a tour for the San Joaquin County History Museum's Agricultural tour group, which included Assemblymember Villapudua and local small business owners from Stockton. He noted that it was an excellent opportunity to raise public awareness about the role the District has in our community.
Manager Hopkins reported dam removals are moving ahead of schedule.
Manager Hopkins reported the District is fully on New Hogan water for the water treatment plant and the Bellota pipeline is running at full capacity. Manager Hopkins reported the District contacted the Urban contractors to increase their production to meet the demands of the City of Stockton.
Manager Hopkins reported that the District has begun construction on the new flume in the Upper Farmington Canal, which is expected to be completed by January.
4. Stockton East Water District Water Treatment Plant Update
Water Operations Manager Wunderlich provided the Board with an update on the District’s WTP production. Water Operations Manager Wunderlich reported for September, 94 samples of Total Coliform were collected and 0 were positive. Manager Wunderlich reported samples were taken from the wells. The WTP rain fall totals for the previous week were 0, the District’s WTP produced 4,207 AF and Delta Water Supply Treatment Plant produced 1,712 AF in surface water production. Cal Water produced 182 AF, City of Stockton produced 92 AF and the District’s water treatment plant produced 154 AF in groundwater production.

1. ACWA Regions 6 & 7 – San Joaquin Valley Water Forum 2024, 10/11/24
Director Watkins attended the ACWA Regions 6 & 7 – San Joaquin Valley Water Forum 2024. Director Watkins reported that the tour began with a focus on "Bridging the Divide: Overcoming Regulatory Barriers in Water Management," followed by discussions on "Navigating California’s Climate Future," "SGMA Updates in Key Developments," and "Strategic Insights for Water Managers," concluding with "Navigating Funding Priorities for Capital Projects."
H. COMMUNICATIONS
1. California Legislature Assembly Certificate of Recognition – San Joaquin County California Women for Agriculture
Manager Hopkins reported the District was awarded a certificate of recognition from Assemblymember Villapudua’s office, acknowledging their gratitude for the District’s hosting of the tour.
